Exceptional Family Member Program
Army Community Service (ACS) The Army Community Service (ACS) Exceptional Family Member Program (EFMP) works with other military & civilian agencies to provide comprehensive & coordinated community support, educational, housing, personnel, & medical services to Active Duty Soldiers and Family members enrolled in the program. Per AR 608-75, enrollment into the EFMP is mandatory for Soldiers who have a Family member with any medical and/or educational need. If dual military, both Soldiers must enroll in the program. Enrollment updates are required, at a minimum, every 3 years or as conditions change (whichever comes first). The EFMP is a Department of the Army Program designed to assist Active Duty personnel during assignments/reassignments sponsoring Exceptional Family Members (EFM) with special physical, emotional, developmental, or intellectual needs. The Army will exert every effort to assign Soldiers to an area where the special needs of the EFM can be accommodated, providing there is a valid personnel requirement for the Soldier’s specialty and grade. All Soldiers will remain eligible for worldwide assignments. The Fort Sill EFMP has two parts. Military Treatment Facility (MTF) EFMP is located at Reynolds Army Community Hospital (RACH). The EFMP Special Needs Advisor is your point of contact for EFMP enrollments, updates and disenrollments. MTF EFMP also conducts EFMP overseas screenings by appointment only.
